The negotiation (or re-negotiation) of economic agreements has always been a process layered by different narratives: the state’s narrative for the population, the geopolitical narrative, the narrative of friendship between the states. The negotiations for the modernization of the Energy Charter Treaty show the complexity in this balance of narratives that states and international organizations embark upon as part of the negotiation process. The European Union assumed a narrative focused on the environment. The narrative served the purpose of overshadowing procedural concerns but also tested the strength of its soft power. This paper examines the narrative as a form of diplomacy, its theatrical underpinnings, and the legal implications in a practical sense.
