The Dutch Research Council for Safety prepared a report, dedicated to safety and health at the workplace among labour migrants. Researcher Jan Cremers of the Tilburg Law School assisted in the advisory committee. The report documents the often-lacking coordination of OSH-activities and the problem that labour migrants have to face in case of poor and unsafe working conditions. The fact that many workers are recruited via temporary agencies hampers a decent OSH-system and bares the risk of unequal treatment in this regard. Cremers underwrites the plea for more permanent employment. He is also a strong advocate of compulsory cooperation between the using undertakings and the agencies at the place where the work is carried out, with OSH-provisions for all workers, independent of their juridical status. Covenants between the temporary agency sector and industries that employ many migrant workers (such as construction, transport and agriculture) could and should guarantee this equal treatment.
