On the one hand this project is focused on the development of an instrument for the evaluation of the benefits of information systems on government organizations and the conditions under which these benefits will occur. On the other hand, because an organization can use the instrument in multiple ways, this project addresses the extent and form to the use of such an instrument in an organization and its reciprocal relation with the culture of an organization.
