The project focuses on the concept of disproportionality in public policy, particularly when public health and veterinary policy domains intersect. Disproportionality manifests itself as either policy under-reaction or over-reaction. The project aims to explore and explain these phenomena through rigorous comparative research.
Using qualitative comparative analysis (QCA), the project will compare the degree of inter-institutional conflict over proportionality across a number of European zoonosis cases. The goal is to understand how various institutional factors influence the levels of conflict between public health and veterinary authorities.
