Scaling up Digital Twinning

Critical infrastructure organizations can leverage the potential of Digital Twins to advance their mission of enhancing safety, mobility, and quality of life. To achieve this, they must strengthen the synergy between strategic, organizational, and technical governance in their digital transformation. This effort should align with broader initiatives such as Asset (Information) Management 2.0 and goal-oriented digitalization, in collaboration with civil and ICT market partners.

Following a comprehensive review and semi-structured interviews, Tilburg University and TNO conclude that critical infrastructure organizations are progressing toward an integrated Digital Twin framework through their renewed Digital Strategy and other related initiatives. However, addressing societal challenges demands a holistic approach to digital transformation and governance that integrates emerging technologies and adapts organizational structures to meet sustainability and environmental goals. While targeted digitalization efforts are promising, achieving broader impacts will require seamless collaboration across strategic, organizational, and technical governance, highlighting the significance of IT governance along the digital transformation trajectory.
