Abstract
This text is a proposal to transform the systems into tools that embody human rights and enable the autonomy of communities violated by poverty. To construct this framework, we analyse the institutional and technological framework of the Sisbén that limits the rights, autonomy and dignity of people living in poverty. Thus, we propose (at least) five human rights requirements that should govern the design of data systems for social protection: inclusion, non-discrimination, transparency, accountability, and participation. These requirements arise from the current problems of the Sisbén, the judgments of the Constitutional Court and international human rights organizations.
