Abstract
The planned merger of thyssenkrupp and Tata Steel is confronted with strong resistance from two sides. At thyssenkrupp the German trade unions and the works councils have expressed their disagreement with the merger plans, whilst in the Netherlands the works council, the trade unions and the management have expressed their opposition. However, large differences between the co-decision practices can hinder a unified front, writes Jan Cremers in an article.
