Abstract
In a globalised world, the EU faces the challenge of reconciling the economic interests of its member states with other objectives. The aim is to maintain a level playing field in the competition between locations without giving up ambitions in terms of employee and climate protection. Two questions are analysed comparatively below: How does the EU deal with intra-European differences in national labour costs that can lead to social dumping?
How does the EU deal with differences in emission costs between the EU and third countries that can lead to carbon leakage? The legal harmonisation of national labour costs and the legal adjustment of different emission costs are two legal problems with structural similarities.
