Abstract

Good government communication is important for a democratic constitutional state. It enables citizens to participate in elections, participatory procedures and other democratic processes. Governments therefore work with communication professionals. At the same time, criticism has existed for many years. For example, researchers and citizens argue that public officials do not sufficiently adapt their communication to how people understand and experience information.
What is good government communication?
Research on good government communication has identified several characteristics, such as accessibility and demonstrating empathy. Three questions have received limited attention: these characteristics have hardly been critically reassessed, it is unclear which should be prioritized, and little is known about whether and how governments adjust their communication in response to ongoing criticism.
Aim and research question
This dissertation connects knowledge about government communication with everyday practice. Based on the expectations of researchers, government organizations and citizens, a framework was developed and applied in different practical situations. The central research question is:
What are the characteristics of good government communication? How does the way in which Dutch public authorities communicate with citizens in different real-life situations relate to these characteristics? And what implications does this have for the broader debate on good government communication?
This study does not assume a single understanding of good government communication. Instead, it presents different perspectives and the tensions between them. Because context plays an important role, three situations were examined: letters to residents, location decisions concerning socially sensitive facilities, and government communication during the first year of the COVID-19 pandemic.
Key findings
Across all examined situations, government communication mainly focuses on explaining the policy process. Characteristics such as comprehensibility and accessibility receive less attention, as does how competent, reliable and engaged public officials appear to citizens. As a result, citizens often feel insufficiently heard or understood. Attempts to improve this do not always have the desired effect.
Greater attention to comprehensible and accessible communication, as well as earlier engagement with citizens, can contribute to better government communication. At the same time, perfect government communication does not exist; criticism is unavoidable and valuable. Finally, this dissertation shows that good government communication is not the same as good governance. Communication can help explain policy, but it cannot replace careful and democratically accountable decision-making
