Impact report: Exploring BOLSTER footprint in pilot communities

Abstract

Report reflects on 2.5 years of BOLSTER activities in the target regions, with a particular focus on the experiences and perspectives of marginalised communities. The assessment aimed to capture the views of MAF (Muli-Actor Forum) and community members regarding: progress towards their collectively defined Vision; shifts in awareness, acceptance of transition processes, and levels of community confidence. Further, insights were gathered from Local Just Transition Alliance (LJTA) members on the perceived value and effectiveness of BOLSTER activities (e.g., meetings, visioning sessions, workshops, community initiatives), the impact of these activities on local and regional decision-making related to Just Transition, social cohesion, and the representation of marginalised voices.
While both groups recognize important changes, their perspectives differ in emphasis, consistency, and sometimes even in direction. MAF members reflect growing confidence, recognition, and engagement at the grassroots level—showing that BOLSTER has positively influenced community sentiment and participation. LJTAs, meanwhile, provide a critical and strategic lens, acknowledging progress while also identifying institutional gaps, policy disconnects, and implementation challenges that need to be addressed for sustained transition success.
