Abstract
Large-scale digital transformations do not only provide managers of critical infrastructures (CIs) with advanced insights, but it also raises the general public’s expectation of more extensive collaboration among CI managers. To support this collaboration, joint procurement of technologies is required. By investigating a single case focusing on seven semi-public organisations that jointly buy a digital data sharing platform, we aim to explore how a network of horizontally collaborating organisations can be effectively governed. Based on the data, collected from nine interviews and archival data, our preliminary findings show that different types of trust play a key role in network collaborations.
