Abstract
A substantial part of the regular (public) funding of HE institutions has been made dependent on the explicit approval of the Dutch minister of Education of the plans of each institution to improve their quality education and educational profile. In fact, the HE institutions have to applicate for this type of funding, which on the basis of several arguments is not allowed constitutionally.
