Abstract
Referenda bieden burgers de mogelijkheid om thematisch te stemmen over beleidsvoorstellen in plaats van op personen. De meeste referenda hebben echter een binair ontwerp: kiezers stemmen voor óf tegen een beleidsvoorstel. Dit kan kiezers voor een lastige keuze stellen.
