Abstract
The merger of (fully publicly funded) governmental and non-governmental schools - a typical phenomenon of Dutch education law - into a so called "cooperation school" is a strictly regulated exception in the legal system. The matter is very influenced by the constitionally protected freedom of education. Nevertheless, the stimulus of cooperation schools could be the answer to many problems which people in depopulating areas are confronting. In this report the possibilities are discussed to change legislation in such a way that it is constitionally acceptable and feasible.
