Abstract

In this paper the aim is to investigate the similarities and differences in the basic assumptions of NPM and post-NPM as concepts for public sector reform; the recognition, application and consequences of NPM and post-NPM in reforms in public services and theoretical explanations for the relationship between reforms and NPM/post-NPM from neo-institutional theory. The empirical focus is on the public services of higher education and social security in the Netherlands. This country is an interesting case because of its mix of Anglo-Saxon and European-continental models and its position in the forefront of public management reform in the European Union.
