Abstract

Great minds change our views on state and society. But how do the political and social ideas of famous philosophers impact their own ideas about the justification of taxation and the distribution of the tax burden? In this paper Jane Frecknall-Hughes and I show how Hobbes, Locke, Hume, Montesquieu, Rousseau, Paine, the Federalists and Anti-Federalists gradually transformed western views on taxation, tax justice and tax policy.
